The Procurement Office is a structural unit within the administration of Ilia State University, responsible for purchasing the goods and services necessary for the effective implementation of the University’s educational and scientific activities in compliance with the State Procurement Legislation of Georgia.
The main functions of the Procurement Office are:
- Determining the uniformity and monetary limits of procurement objects on the basis of the information/needs submitted by the University’s structural units and in line with the funding sources, as well as selecting the means of procurement, preparing a draft of the annual state procurement plan and submitting it to the State Procurement Agency within the deadlines established by the legislation regulating procurement through a unified electronic system;
- Carrying out state procurement procedures for Ilia State University;
- Performing preparatory work for procurement of a specific procurement object.
- Preparing and coordinating tender conditions, as well as preparing tender applications and documentation;
- Concluding contracts with the organization providing procurement through electronic means of procurement and simplified procedures in accordance with the legislation regulating procurement; submitting the concluded contracts and documentation of performance/non-performance related to these contracts to the State Procurement Agency; and managing/controlling of such processes;
- Ensuring Ilia State University’s participation in tenders announced by various purchasing organizations and protection of the interests of the university in each specific procurement procedure;
- Protecting the interests of the university before the Dispute Resolution Council regarding the disputes related to state procurement;
- Participating in specialised seminars and training sessions in order to improve the efficiency of state procurement procedures.
